Mr. Ward is the founder of PSC Associates, LLC.

Mr. Ward began his career in 1973 as a data collector with the Cole Layer Trumble Company, a real estate appraisal firm, in Columbus Ohio.

While with CLT, he appraised industrial real estate in northern and northeastern Ohio. He was the Manager of Specialty Appraisal for Sabre Systems and Service of Dayton Ohio. At Sabre, Mr. Ward was responsible for supervision of an appraisal staff concentrating on the appraisal of industrial real property throughout the eastern and southeast United States.

From 1993 through 1995, Mr. Ward served as the project manager for the Delaware County, Indiana reassessment program and was the southeast Indiana regional manager for the Property Systems Company.

Mr. Ward has testified at local Boards of Review in various counties in Ohio and local Property Tax Assessment Boards of Appeal through Indiana. He has testified as an expert witness the Ohio Board of Tax Appeals, and the Indiana Board of Tax Review. As well as, a 35 year member of the International Association of Assessing Officers.  He earned a Bachelor of Science Degree from The Ohio State University majoring in finance with a minor in real estate.

CHRISTOPHER WARD, PARTNER 

Mr. Ward is a certified Indiana Level III Assessor/Appraiser and a member of the International Association of Assessing Officers.

Mr. Ward began his career in Mass Appraisal as a Data Entry Clerk in 1999 with the Delaware County Assessors Office in Muncie, Indiana.  He was then moved to Residential data collection, Commercial and Industrial data collection, and eventually Residential and Commercial review.

After a brief break , Mr. Ward was hired by PSC Associates, LLC. in 2008.  He worked as a Residential, Commercial and Industrial property reviewer in Madison County, Indiana as well as Randolph County, Indiana.  Since then he has completed a full Reassessment in Delaware County as a Project Manager including Ratio Studies, Appeals, Land Rates, and New Construction.  He has worked hand in hand with local appraisers, tax representatives, accountants and attorneys.

Charles Ward is a graduate of Muncie Central High School and began his career in Mass Appraisal with PSC Associates soon after graduation in 1998.  Mr. Ward started as a residential data collector in Delaware County, Indiana for the 2002 General Reassessment. Since that time he has progressively moved on to commercial/industrial data collection and residential and commercial review; in addition to local and state appeals, trending and new construction.  Mr. Ward most recently served as Project Manager in Madison County, IN for the 2012 General Reassessment.

Mr. Ward currently works in Delaware County, IN and is responsible for commercial and industrial appeals, as well as Annual Updates and Annual Maintenance.

Charles has testified for the local Property Tax Assessment Board of Appeals in Delaware and Madison Counties, as well as the Indiana Board of Tax Review for Delaware and Madison Counties.

Charles Ward is an Indiana Certified Level III Assessor/Appraiser, Certified Indiana Tax Representative and is currently a candidate with the International Association of Assessing Officers as an Assessment Administration Specialist as well as a Residential Assessment Evaluator.

Beth Henkel has been practicing law in Indiana for more than 25 years with a primary focus on property tax law and litigation.  She has a broad background in the complexities of Indiana’s system of local government funding -- including Indiana’s unique market value in use system and its complex assessment software systems -- and a bent for policy-oriented research and analysis.  

Her experience in property tax and local government finance came about as a trial by fire. Ms. Henkel joined the Indiana Department of Local Government Finance as its general counsel in 2001, just months before the implementation of the new “market value in use” property tax assessment system. 

In 2003, Ms. Henkel was appointed Commissioner of the Department of Local Government Finance by Governor Frank O’Bannon. Her duties included advising and overseeing 91 counties during the implementation of the historic 2002 reassessment and personally overseeing the reassessment of Lake County, as the Indiana General Assembly required. 

Ms. Henkel’s government practice ended in early 2005. She practiced with private law firms from 2005 to 2008, and in 2009, she opened the Law Office of Beth Henkel LLC. 

Ms. Henkel is a frequent presenter on administrative law, property tax issues, market value-in-use and local governmental finance matters.  She is a member of the Taxation Committee of the Indiana Chamber of Commerce and the International Association of Assessing Officers.  She is a Level III certified assessor appraiser.  She also serves as a board member and adviser to various non-profit organizations. 

Ms. Henkel earned her bachelor of arts from Indiana University in Spanish and her J.D., magna cum laude, from Indiana University School of Law – Indianapolis. She received Sagamores of the Wabash from Governors O’Bannon and Kernan.
